Building upon the technical and practical concepts of basic towing covered in MART 311 by completing the required practical USCG Assessments to qualify for the Near Coastal/Oceans Towing Officer Assessment Record (TOAR); successful completion of the TOAR enables graduation with a Mate of Towing endorsement on the USCG Merchant Mariners Credential (MMC) - Third Mate Unlimited license.
